Traditional participatory practice positions designers as filters for a community’s needs. However, filtering input from diverse, potentially conflicting stakeholders is difficult, especially from the outside. These needs cannot be passively found by a designer (particularly when knowledge is unevenly distributed), but instead must be actively created by a community.
